Mr. Fournier is a partner with Shifman Fournier. His diverse career in municipal law, began with his appointment as City Administrator for the City of Southgate. During this time he served as the director of Labor Relations and Operations for the City. This included overseeing the City’s Department of Law. Over the course of his career he has developed an expertise in labor law, employment matters, risk management, environmental compliance, procurement, the Freedom of Information Act and the Open Meetings Act. During his tenure Mr. Fournier was recognized by Crain’s Detroit Business Prestigious 20 in Their 20’s Program as a regional leader for innovation and sound government management.
Over the course of his career, Mr. Fournier has negotiated numerous collective bargaining agreements, voluntary grievance arbitrations, actively designed and maximized employee benefit programs and assisted with benefit compliance and implementation. Mr. Fournier believes that effective counsel requires a unique merging of legal analysis, policy goals and fiscal management. In order to accomplish the goals of his clients he approaches negotiations, labor relations and general representation with a complex understanding of the issue placing an emphasis on both the short-term and long-term financial impact and policy implications of these decisions.
In addition to representing our wide-range client base in matters of labor and employment, Mr. Fournier serves as the Assistant City Attorney for the City of Southgate and Special Counsel to the Cities of Woodhaven and River Rouge. Representing these Cities in a variety of matters, including economic development projects, planning and land use. He is General Counsel to Metro Matters Inc., a non-profit organization in Michigan dedicated to the advancement of enhanced governmental services through intergovernmental collaboration. He is presently a delegate to the Michigan Municipal League Local Government Finance Committee.
